He was studying ponies which were transporting coal from a coal mine. He deduced that one pony was able to move 22,000 foot-pounds per minute. Extrapolating that to horses he came up with the figure of 33,000 foot-pounds that could be moved by the horses. Since horses were the primary mode of transport of the day, he came up with horsepower as the medium of measure. That is how the term "horsepower" came to be.
